Where I work, we would ask if the lady worked for the track owner, then screen for any actual harm inflicted to others, then thank her for the call and never even enter a request for dispatch. At very worst this is trespassing, but she can't speak to that unless she works there.

It is technically illegal to intentionally and/or repeatedly misuse 9-1-1, but it's extremely rare that anyone gets charged over it because enforcing this law could discourage people from calling emergency services when they should. The idea is that some people would think you could get a fine or arrested if you call 9-1-1 and the call-taker doesn't think your issue is an emergency, so they wouldn't call. So that is a law which is generally only enforced when someone is really, really seriously abusing the service over a prolonged period of time.

Knew someone that worked dispatch and they said there was a retirement community in their area that gave all of it's residents life alert buttons for emergencies.

Fire department and ambulances went there about 10 times per day because people would hit the button because they couldn't find the TV remote or needed someone to water their plants. Some just wanted someone to talk to.

The funny thing is there's actually a better alternative to that for a retirement community that I worked at: You have security/EMR staff that the life-alert buttons go to first and then if it's an actual emergency, then that staff makes the call to 911. I worked at a place doing exactly that.

A lot of calls would be for someone who sat in a chair and had difficulty getting up or they can't work the remote, but if they did have medical issues we would treat them while waiting for the ambulance.

My father was a sherriff's deputy and he would tell me about people from "the rich" area of the county. They would go on vacation and call the sherriff's to go feed their pets because they were on vacation or similar crap. Watering plants, picking up groceries, caring for pets, all sorts of obnoxious crap and most of them knew someone or other who would make life hell if they didnt do what was asked.

Does the USA not have a non-emergency number? In Australia we have emergency 000 which will get you Police/Fire/Ambulance and the operators actually only direct your call to the relevant service.

But you can also call the police on a non-emergency line. So in this situation you would have called that number (someone loitering where you don't think they should)

It doesn't hold up the emergency line and you can still raise a concern with the police. Although they still probably wouldn't have attended this call

Dispatchers create calls and put it on a board for the agency to see. In this case they'd take her information and notate a dispatch and code it as information once they've confirmed safety and weapons. If they dispatch it the dispatcher would come on over the radio and assign a unit tl it, we'll say A1011 (alpha 1001), where the dispatcher would use a code like so: "Alpha 1001 13 charlie papa eddison middle school black male wearing x clothing riding bike description. Unarmed non aggressive." 99% of the time the unit will call dispatch from their cell phone and talk to the dispatcher. Sometimes the dispatcher will just call their phone instead of going over radio. If it's nonsense like this the dispatcher can just code the call to have a unit call her via phone and explain that if there's no danger the school will have to handle it.

Edit: to clarify yes dispatchers manually assign units based on availability and proximity. Units are not automatically assigned to calls.

I'm a 911 dispatcher and if anyone calls in requesting police I have to inform them of the call. That being said, it's up to me to decide how to label the call. If it doesn't sound to me like any laws are being broken then I'll probably just label it as a generic service call with something in the notes like "RP has questions about the legality of riding a bike on the high school track." RP is reporting party by the way.

Then the officer will usually just have me forward the RP directly to their phone where they'll likely tell her the kid isn't doing anything illegal and they're not responding out there. If what he's doing is against the school's policies then they'll tell her to take it up with the school.

If it sounds like the situation might escalate however, they'll go to the scene for the purpose of keeping the peace where they'll very likely tell her off.

The officers have a lot more leeway about what they're allowed to say to people than we do. Even if a call is complete bullshit I can't really say that to the caller. I can only make it as clear as possible with my notes. I can try to make the RP realize how stupid they're being with the way I word my questions but I cannot directly call them out for it.

Yeah, most track aren't designed for bikes. Tbh it's can be fine if it's just 1 person. But over time more people will come and mess it up. But that lady is stupid for called the police. Unless there isn't anyone around. Because otherwise what else can she do.

When I was a kid if we were caught breaking the rules somewhere (which we did frequently) and confronted by a 'Karen' we would take off. We wouldn't insist we had the right to break the rules and to leave us alone. We would wait for her to leave then we'd go right back.

The frequency of posts like this make me think we have collectively lost the ability to tactfully discuss minor disagreements with people we don’t know.

If I did this as a kid, an adult would say “hey sir, I love that you are out riding but can you please ride your bike somewhere else? It’s damaging to the track surface and the school will have to fix it if you and your soccer friends do it regularly.”

And kid me would be like “whatever” and I’d go ride somewhere else where this lady would not be there. Or else I would walk my bike across her precious track surface to go play soccer.

Maybe this happened before the video started but somehow I doubt it.
